Opus Bay is set to open as Batam’s first integrated resort in December 2026, offering a direct ferry connection from Singapore just 45 minutes away. The development, known as “A City within a City,” will feature its own ferry terminal, a retail promenade, and two distinct hotel towers. Phase one begins with the Marina Bay Ferry Cove and Balmoral Tower, while the Cluny Resorts ultra-luxury villas are scheduled to follow in early 2027.

Residences and Amenities

Balmoral Tower will serve as the island’s largest hotel, standing 35 stories tall with 493 rooms. The property offers nine room categories, including studios and two-bedroom suites equipped with private balconies, kitchenettes, and washer-dryers. A digital concierge system will assist guests with their stay. Cluny Resorts, opening in 2027, will provide a retreat for those seeking quiet, featuring 57 villas that range in size from 169 to 548 square meters. Most of these units include private pools, and a buggy service connects the villas to the waterfront promenade.

The waterfront retail promenade, spanning 10,000 square meters, will house nearly 80 stores, including concept shops and alfresco dining options. A food hall will serve local and seafood dishes, while a supermarket will stock daily essentials. A sports park on-site adds another layer to the resort experience with three padel courts and four pickleball courts, complete with lounge seating and shower facilities. Visitors can also access nearby attractions, such as Saung Budaya Batam and Puncak Beliung, or play golf at Batam Hills Golf Resort, which lies within a 10-minute drive.

Although the project is billed as a new escape for discerning travelers, this type of mixed-use development on a resort island often faces the challenge of balancing commercial activity with the quiet atmosphere that attracts high-end guests. The presence of a large food hall and sports park could introduce a busier, more urban energy to an area that many visitors initially seek out for its tranquility.
